Public Health Management Corporation Names Director of Government Relations

Public Health Management Corporation (PHMC), a nonprofit public health institute that creates and sustains healthier communities, announced the addition of Malcolm Yates as the organization’s first Director of Government Relations. With an extensive background in government relations, legislation and external affairs, Yates will lead enterprise-wide strategy for strengthening relationships with elected officials and government agencies and serve as the main point of contact for this body of work.

Cohen, PHMC President and Chief Executive Officer. “Now more than ever, an integrated and collaborative approach to public health across public and private sectors is critical. We’re confident Malcolm will bring valuable perspective as we continue working closely with local, state and federal elected officials and governmental agencies to serve communities in need.”

Prior to his role with PHMC, Yates was the district outreach and community affairs director for Congresswoman Mary Gay Scanlon and served as chief of staff for the 159th Legislative District under State Representative Brian Kirkland. Yates’ involvement in politics and advocacy began at the early age of 11 through his work with Vietnam Veterans of America’s campaign for the war against drugs and violence. After his brother, Marcus Yates, was murdered at the age of five in a Southwest Philadelphia candy store, Yates remains an advocate for non-violence and stricter gun control laws through the Marcus J. Yates Foundation. He is also involved in Lost Dreams on Canvas, a program that preserves the memories of the children whose lives were taken through senseless violence.

Yates serves as a convenor of the Delaware County Black Caucus, co-chair of the Southwest Delaware County Democratic Committee and was elected state treasurer of the Pennsylvania State Committee Democratic Black Caucus in 2018. He serves on the Board of Directors for Delaware County Industrial Development Authority, Southwest Philadelphia Community Development Corporation, Community Learning Center and VestedIn Financial Services Inc. Yates previously served as president of the Young Democrats of Delaware County and the director of social action for Phi Beta Sigma Fraternity, Inc. in Delaware County.

Yates earned his B.S. in Business Management and Marketing from Norfolk State University, an M.S. in Strategic Leadership from Neumann University and a second master’s in Public Administration with a concentration in Political Science from Widener University. He also completed a Diverseforce ImpactED fellowship with the University of Pennsylvania, Fels School of Government for Board Governance and Leadership.
